Department of Health and Human Services

The Department of Health and Human Services is a cabinet level department of the United States government in charge of overseeing and protecting the health and safety of Americans.  It was created by President Jimmy Carter in 1979 after the Department of Health, Education and Welfare was split into the Department of Education and the Department of Health and Human Services.

The Department of Health and Human Services is comprised of a number of several organizations.  They include:

  • Administration on Aging
  • Administration on Children and Families
  • Centers for Disease Control and Prevention
  • Food and Drug Administration
  • Health Resources and Services Administration
  • National Institutes of Health
  • Substance Abuse and Mental Health Services Administration
  • United States Public Health Service
  • Agency for Toxic Substances and Disease Registry
  • Indian Health Service
  • Program Support Center

The Social Security Administration was part of the Department of Health and Human Services, but was split off in 1995.

Many domestic abuse shelters receive funding through the Department of Health and Human Services.  Without this vital funding, millions of women would have no place to escape to when their mates turn violent.  The Department of Health and Human Services has used the Violence Against Women Act of 1994 to quadruple the number of resources for abused and battered women.

Over the past 10 years, the Department of Health and Human Services has increased grants for battered women’s shelters, grants to reduce sexual assault, coordinated community responses, and outreach to homeless and runaway kids.  Congress gave the program a $67.2 billion budget in 2005, $2.2 million for the Domestic Violence Hotline alone.
